Operations and Support Costing: Operations and Support Management Information System (OSMIS)
CALIBRE delivers technical support services in cost and economic analysis for major weapons system programs and associated acquisition / financial management procedures of the Department of Defense (DOD). Operations and Support Management Information System (OSMIS) is designed to aggregate O&S cost information to support requirements for cost factor development, special analyses, and Planning, Programming, Budgeting, and Execution (PPBE) system timelines.
Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) Unit Mission Costing
CALIBRE maintains a database of multiple terabytes of processed data pulled from 30+ Army data sources. CALIBRE developers have designed and built dashboards on top of hundreds of millions of data points to provide value insights into supply chain management across all Army weapon systems. Our ongoing projects focus on creating decision support tools that include forecasted metrics, supporting the POM process.
The Army Military-Civilian Costing System (AMCOS)
CALIBRE’s AMCOS solution uses a model to allocate costs from dozens of sources in order to display a fully burdened average cost for over 20 different manpower pay plans in a web-based interface. The Army uses this data for functions such as cost benefit analysis to support manpower decisions. AMCOS also delivers dynamic data visualization which enables quicker insights into the biggest drivers of manpower costs.
Working Capital Fund Budget Preparation System (WCF-BPS)
CALIBRE developed and supports the WCF-BPS to assist the Army Materiel Command in developing its $8B wholesale inventory budget. The budget application allows users in multiple organizational levels to coordinate and consolidate the data into 35 Budget Exhibits and Schedules for submission as part of the Army POM.

Business Intelligence Sustainment Readiness Tool (SRT): Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) C/J-4
CALIBRE developed a business intelligence tool that provides near real-time visibility of financial and logistics data as a solutions concept to manage equipment readiness, supply chain processes, property accountability, and financial reconciliation across Army Commands. The SRT utilizes the Army’s systems of record and enables the logistics staff to streamline reporting, dashboarding, and decision making. The financial reconciliation work enabled the CJTF-OIR to identify over $40M in deobligations and successfully recoup over $30 million within the past three years.
Logistics Data Analysis Center (LDAC), Logistics Support Activity Information Technology Systems (LITeS)
CALIBRE supported and continues to support integration, engineering, and technology evaluation efforts for Logistics Information Warehouse (LIW)/Forward as well as for LDAC’s in-house LIW-related systems. As part of LDAC’s LIW Integration team, we work to merge multiple Army logistics data systems and produce the Army’s authoritative data warehouse under the new Army Enterprise Portal.
Operations and Support Management Information System (OSMIS), Office of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE)
For DASA-CE, CALIBRE developed and maintains a comprehensive integrated O&S system that tracks information for over 1,700 Army weapons / materiel systems. OSMIS is built using information provided from existing data sources and uses disparate force structure and logistics databases together to present a holistic view of O&S cost data at the unit, weapon system, and individual repair part level of data.

CALIBRE used deterministic and machine learning methods to predict Sub Activity Group (SAG)-level budget disbursement over the course of a fiscal year. We created a dashboard for Army leaders that, for the first time, allowed visibility of SAG-level spending patterns over the course of the fiscal year.

Using Standard Service Costing (SSC) methods, CALIBRE developed parametric models to forecast the cost of Army installation-level Base Operations Support (BOS) Services. Army decision makers use SSC to determine the optimum use of the finite resources as they prepare their requirements for the Program Objective Memorandum (POM). We have analyzed more than 60 BOS Services for Army's Active, Reserve and National Guard components, accounting for approximately $7 billion in Operations and Maintenance (O&M) direct funding obligations annually.
