F-35 Joint Program Office (JPO) Blanket Purchase Agreement (BPA)

The F-35 program mission is to focus on the technologies for and the development, production and fielding, and sustainment of the next generation strike warfare fighter to meet the needs of the USAF, USN, USMC, and partner/FMS countries at reduced cost and risk. The eight (8) Partner Countries are: United Kingdom, Italy, Netherlands, Turkey, Canada, Australia, Denmark, and Norway. There are currently three (3) FMS countries, which are: Israel, Japan, and South Korea. The F-35 Joint Program Office (JPO) requires in-depth analysis across the three JPO Lines of Effort (Development, Production, and Sustainment), Enterprise Planning, and Program Operations which will benefit all F-35 participants. The F-35 JPO is moving to an agile capability delivery to the warfighter and the services being provided will improve the planning and execution of this strategy, while also focusing on the cost of delivering and sustaining the capability to the warfighter.

F-35 JPO BPA Contract Basics

  • Availability: Authorized users is NAVAIR Competency Code 2.5.2 Contracting Officers in support F-35 JPO. The BPA holder shall not accept orders from other agencies unless written authorization from the PBA Contracting Officer accompanies the order
  • Contract Ceiling Amount: $90M
  • Period of Performance: Five years from date of award contingent upon the contractor maintaining a valid GSA FSS contract (FY 2018-2023)

Scope of Services

The objective of this requirement is to establish a multiple award Blanket Purchase Agreement for task orders assisting the F-35 in completing acquisition related studies and provide focused consulting services to improve the acquisition of the F-35 Air System and/or the organizational structure of the F-35 JPO.

Contract Types at the Task Order Level

Firm Fixed Price (FFP) with reimbursable line items for Other Direct Costs---Travel and Materials.
