Douglas L. Victor
Vice President, Human Capital Management & Training

As Vice President of Human Capital Management & Training, Mr. Victor is responsible for business development and delivery of CALIBRE’s professional services related to human resources and human capital support programs; curriculum design and development; field training; live, virtual and constructive training programs; transition support; resource planning and analytics; senior leader development and education; force management; and training policy and strategy.

Mr. Victor joined CALIBRE in 2012 and has proven to be a strong leader with a demonstrated execution track-record. He has managed portfolios over the past five years including the Department of Veterans Affairs (VA) and the Department of the Army. Before joining CALIBRE, Doug served as Division Chief for three years and three divisions within the Force Management Directorate, Headquarters Department of the Army (HQDA) Deputy Chief of Staff (DCS) G-3/5/7. He was responsible for Total Army Analysis (TAA) to determine force structure requirements and resourcing for the 1.1 million Total Army and the accurate accounting and documentation of the Army's 1.7 million workforce requirements and authorizations including civilians. Prior to serving as a Division Chief, Doug served as the Engineer Organizational Integrator and the Maneuver Enhancement Brigade Force Integrator. Prior to his arrival at HQDA DCS G-3/5/7, Doug commanded the 1-3 Brigade Troops Battalion, 1st Brigade Combat Team, 3rd Infantry Division during Operation Iraqi Freedom. 

Mr. Victor holds a holds a BS in Petroleum Engineering from the Missouri University of Science and Technology and an MS in Administration from Central Michigan University. In 2011, Doug was inducted in the U.S. Army’s Officer Candidate School (OCS) Hall of Fame.
