Janice J. Lambert
Executive Vice President & Chief Financial Officer
As Executive Vice President and Chief Financial Officer (CFO), Ms. Lambert is responsible for overseeing financial and accounting operations, strategic financial planning, capital structure, treasury management, the employee stock ownership plan (ESOP), and 401(k) management. Additionally, she has strategic growth responsibilities in support of current corporate business areas and Mergers and Acquisitions.
Ms. Lambert joined CALIBRE in July 2016, after 20 years of government service in various senior executive and financial leadership roles. Before joining CALIBRE, Ms. Lambert was the Deputy CFO and Deputy Assistant Director of the Finance Division of the Federal Bureau of Investigation (FBI). Since 2003, she held several significant leadership positions at large federal agencies, including as CFO of the Office of the Director of National Intelligence (ODNI), CFO of the Internal Revenue Service (IRS), Director of Budget for the Department of Treasury, and senior advisor at the United States Patent and Trademark Office. She served as principal advisor to these agencies on strategic planning and performance measurement; budget formulation and execution; and financial management internal controls and systems.
Ms. Lambert’s significant accomplishments include leading the development and implementation of the first integrated and performance-based budgets for the Department of Treasury and ODNI. She identified and implemented over $700 million in program reductions at the FBI to address sequestration and budget rescissions. She also restructured the IRS appropriations and budget activities to better align program resources with IRS taxpayer services and enforcement activities. In addition, she developed and implemented policies to improve financial management and auditability at the IRS and the five largest federal government intelligence agencies.
Before entering the Federal Government, Ms. Lambert worked as a budget analyst for two local government agencies in Virginia: Fairfax County Public Schools and the Alexandria Redevelopment and Housing Authority.
Ms. Lambert holds a Bachelor of Science (BS) in Finance and Business Administration from the University of Southern California and a Master’s in Public Administration (MPA) in Public Policy from the George Washington University.
