Lieutenant General Carney, United States Army Retired, was elected to the Board of Directors in March 1999. General Carney has been an independent consultant to numerous companies to include CALIBRE since his retirement in June 1994. During his career as an Army officer, General Carney served in a number of high-level positions including Deputy Chief of Staff for Personnel, Headquarters, Department of the Army. In addition, General Carney was Director of Program Analysis and Evaluation, Office of the Chief of Staff, Army and was the Commanding General, 5th Infantry Division (Mechanized), and the Army Recruiting Command. He served as the Chief Executive Officer of the Library of Congress from 1994 to 1996. He has served on the Board of Directors for AFBA, and Army Emergency Relief. He currently serves on the Board of Directors of USAA and is chairman of the marketing and programs committee.
