  • Capital Investment Planning: CALIBRE supports selection of a best set of investments for achieving goals and objectives; control in the form of planning and estimation activities to ensure appropriate individual project baselines are established for cost, schedule, technical performance and risk; evaluation through execution tracking and reporting that systematically measures actual performance of individual projects against baselines; and integrated risk management to mitigate the effects of uncertainty as it affects the achievement of objectives.


  • Business Case Development: CALIBRE offers business case development and independent cost estimates for materiel and information systems, force structure, and personnel. We employ a wide range of cost estimating techniques, relationships, and historical cost factor databases.


  • Budget Formulation & Execution Support: CALIBRE provides services in development and formulation of budgets to achieve an organization's strategic goals and objectives. The process and systems link to the organization's strategic plans, and provides continuous feedback of performance and cost information to inform budget decisions. Budgets are then fully justified and defendable as part of a continuous feedback loop of planning, budgeting, and execution. CALIBRE also provides information systems and services to monitor funds expenditure and program performance and provides analytical support to managers to make timely adjustments during the execution year.


  • Cost Management & Activity Based Costing Services: CALIBRE offers strategic alignment analysis, value systems analysis, and cost recovery analysis based on process engineering and organizational design. CALIBRE's professional staff provides activity-based costing/management (ABC/M) studies documenting the ABC/M model using tools such as SAS® OROST software. ABC/M models serve as conceptual, descriptive, and predictive tools for organizations. Our use of industry-leading tools provides our customers with useful insights about operational costs and candidate areas for management improvement.


  • Privatization & Competitive Sourcing: CALIBRE offers full support services for competitions in support of agencies implementing Office of Management and Budget (OMB) Circular A-76 competitions, frequently termed "competitive sourcing." We identify inherently governmental functions and personnel spaces, develop performance work statements with standards and measures, develop quality assurance surveillance plans, and provide analytic support to source selection evaluation boards and administrative appeals boards.
