The Challenge...
Government agencies and private industry seek to identify the most efficient and effective means of protecting the environment. CALIBRE provides a wide range of environmental management and technology services to its customers. Our services include environmental program planning, regulatory compliance support, environmental cleanup and remediation services, property transfer services, environmental litigation and expert witness support, and environmental insurance support.
- Environmental Program Planning: CALIBRE applies its expertise in environmental
regulations, policies, programs and cost accountability to develop integrated plans for
managing environmental programs. CALIBRE supports program reviews, develops strategies, conducts baseline and budget reviews, establishes performance metrics and milestones, develops and implements acquisition strategies for performance-based cleanups, serves as Environmental Coordinators providing programmatic and technical oversight of cleanup actions, and conducts performance assessments of environmental programs. CALIBRE assists customers to reduce schedule and life-cycle costs of site remediation by implementing performance-based contracts. Our responsibilities include evaluating candidate sites, developing a performance-based contracting strategy, developing the performance work statement and independent government cost estimate, conducting technical reviews of submittals, and supporting contract negotiation.
- Regulatory Compliance Support: CALIBRE staff have a thorough understanding of
environmental regulations (both federal and state), and provide support to customers in interpreting regulations, working with state and federal regulators to negotiate appropriate standards for given environmental conditions and reuse plans, and ensuring programs are in compliance with the local, state, and federal requirements. In addition, CALIBRE assists customers in determining the impact of pending legislation on their programs at a national level, as well as on an installation or site-specific basis.
- Environmental Cleanup & Remediation Services: CALIBRE provides an array of services on remediation projects for federal, state, and industrial clients throughout the US and internationally. We have completed complex projects within specified schedule and budget, and completed investigation and remediation projects dealing with a wide range of contaminants [e.g., volatile organic compounds (VOCs), metals, polychlorinated biphenyls (PCBs), explosives, petroleum products] in the full suite of environmental media (i.e., soil, ground water, sediments, and surface water). CALIBRE is nationally recognized for its work in streamlining remediation work to accelerate closure of sites.
- Property Transfer Services: CALIBRE supports federal agencies to determine efficient ways to achieve environmental cleanup at their closed and closing facilities and bases to facilitate property transfer. Specific CALIBRE offerings include cost analysis and Environmental Service Cooperative Agreement negotiations; facilitating meetings with regulators and communities; developing environmental condition of property documents and BRAC completion plans; developing strategies to streamline cleanup and property transfer, developing community relations/outreach materials; analyzing potential contract mechanisms; and providing overall project management, technical oversight, and coordination.
- Environmental Litigation & Expert Witness Support: CALIBRE provides nationally recognized experts to major law firms throughout the US in a variety of litigation support activities on matters such as environmental insurance claims, toxic tort cases, allocation of responsibility for contaminant releases, enforcement actions, and contract disputes. Our services include strategy development, forensic analysis, expert witness testimony, and development of trial quality exhibits. Expertise has been provided in fate and transport of contaminants, standards of practice, compliance with the National Contingency Plan, efficacy of technological alternatives, and probable cause.
- Environmental Insurance Support: Environmental insurance mechanisms have recently gained much visibility throughout the federal government and private commercial sector due to the general recognition that they provide options for limiting risk of cost increases for environmental cleanup efforts. In addition, environmental insurance provides assurances to regulators that sufficient funds will be available to complete cleanup requirements.
